About The St. Charles Companies

The St. Charles Companies are the developer of St. Charles, Maryland, a 9,100 acre planned community in Southern Maryland. Our mission is to develop the balance of St. Charles in a sustainable manner that builds long-term value for our residents, business owners, and apartment residents.

Our History

In 1968 our predecessor acquired over 7,000 acres of land in Charles County-22 miles from the White House--which was to become the master-planned community of St. Charles, MD. Today, St. Charles is considered to be one of the most successful planned communities in the country, becoming an economically self-sustaining community that provides an enjoyable and attractive place to live for all socio-economic levels. St. Charles is zoned to include 24,730 housing units on 9,100 acres in five villages-Smallwood, Westlake, Fairway, Wooded Glen and Piney Reach. The first two villages are complete; the third, Fairway, is under construction.

Our Portfolio

The Companies also own a portfolio of nearly 3,000 apartments, primarily in St. Charles. The Company's rental housing mix is diverse, and includes subsidized units, age restricted communities, and fair market apartments.

Our Innovation

Since our founding in 1998, St. Charles Companies have pursued and implemented innovative strategies in land development. In December 2009, The Companies announced the St. Charles Green Initiative., which we see as an effort to meet a fundamental challenge: preserving and protecting our environment in a manner that makes economic sense. We have built the St. Charles Green Initiative around these key components:

  • We are changing how we plan, design and develop future residential and commercial land in St. Charles, in order to incorporate the most sensible, cost effective sustainable practices.
  • We have raised the efficiency standards for new homes, new apartments and new commercial buildings in Saint Charles. All new homes are being built to the highest energy-efficiency standards, and many new businesses—like our corporate office, the new Charles County Public Library, and the new St. Charles High School—are being be built to LEED standards.
  • Third, we are working with our existing homeowners, businesses, and apartment residents, to help them to improve the energy efficiency of existing housing units, and educate them on the economic benefits of more efficient buildings.
  • Finally, we are seeking to create a green culture within our organization as an example for our residents, employees, other businesses, and government officials by encouraging a paperless environment and other practices.

Alan Shearer
Chief Executive Officer

Mr. Shearer is a Managing Director at Federal Capital Partners (FCP), which purchased ACPT's entire outstanding stock in December 2009. Mr. Shearer joined FCP in 2007 after spending nearly 29 years in executive leadership positions with homebuilder NVR (NYSE:NVR), parent of Ryan Homes and NVHomes. As NVR's, Senior Vice President, Land, Mr. Shearer managed a team responsible for the acquisition of over 25,000 finished lots. At NVR, Mr. Shearer also had experience consolidating NVR's Fox Ridge acquisition into the company's land model and operational structure. During his career with NVR, Mr. Shearer held a number of management positions in homebuilding, marketing and sales, and as Division Manager for two of the homebuilding divisions.

Matthew M. Martin
Chief Financial Officer

Matthew M. Martin currently serves the Company as Chief Financial Officer. Mr. Martin, a 1997 magna cum laude graduate of Messiah College in Pennsylvania, is a registered and licensed CPA and a Certified Fraud Examiner. Prior to joining ACPT, Mr. Martin was a manager in the Forensic Litigation Consulting practice for FTI Consulting, Inc., in Washington, D.C. Prior to that, Mr. Martin served as a senior financial analyst with Ullico, Inc., also in Washington. Mr. Martin also previously managed audits of publicly traded companies for the Arthur Andersen LLP accounting firm. Mr. Martin began employment with the Company in 2005 as Chief Accounting Officer, and was appointed as the Company's Principal Financial Officer in August 2008.

Harry P. Chalstrom
Vice President, Investment Property Development

Harry P. Chalstrom, P.E., has been with ACPT since November 2002, and currently serves the Company as Vice President of Investment Property Development. Prior to joining ACPT, Mr. Chalstrom was employed by Bozzuto Construction Company, where he worked in project management and field supervision. He earned his Masters of Business Administration in Real Estate from American University, and holds a Bachelor of Science in Civil Engineering from Louisiana State University.

Mark L. MacFarland
Vice President, Land Development

Mark Macfarland is ACPT's Vice President for Land Development. Mr. Macfarland earned his Bachelor of Science in Civil Engineering from the Rochester Institute of Technology in Rochester, New York, and his Master of Science in Engineering Management from Syracuse University. Prior to joining ACPT, Mr. Macfarland was employed by Meridian Ventures, Inc., with whom he was working with the Charles County Government on a variety of capital improvement projects. Mr. MacFarland has also been employed as a power plant manager by Orion Power Holdings, and as a System Engineer and Plant Engineer at generating stations in his home state of New York.

Michelle D. Aughinbaugh
Vice President, Human Resource

Michelle D. Aughinbaugh, PHR, has been with ACPT since April 2007, and currently serves the Company as Vice President of Human Resources. Prior to joining ACPT, Ms. Aughinbaugh was employed by Powers Pyles Sutter & Verville, P.C. as Director of Administration. Ms. Aughinbaugh has over 20 years of Human Resource Management, Office Management and Generalist experience in law firms and corporations. Ms. Aughinbaugh earned her Bachelor of Science in Technology and Management from the University of Maryland University College in College Park, Maryland.

Craig J. Renner
Vice President, Public Affairs and Community Relations

Craig J. Renner has been with the Company since August 2000, and came to ACPT after serving as the Public Information Officer for the Charles County Sheriff's Office. Mr. Renner earned his bachelor's degree in political science from York College of Pennsylvania in 1986, and has lived in Charles County since 1988. Mr. Renner has served on the board of directors of numerous civic, charitable, and homeowners associations, and is currently chairman of the Charles County Children's Aid Society.
